Tena koutou katoa Just wanted to share a paper with everyone who is a member of this on-line discussion group that has been prepared by the Community Sector Taskforce. We have been holding regional forums around the country. One of the topics that we have been meeting about is the Sector-Government Relationship Agreement. Attached is the paper and the feedback we have received over the past 11 regional meetings. If you have any additional feedback, forward it to Iris at <email obscured>. Regional forums are still continuing to be held in Christchurch, Dunedin, Invercargill, Hutt Valley and Wellington over the next couple of weeks. Nominations sought for Relationship Agreement Steering Group Following November's national Community-Government Forum, Minister Turia has decided to establish a new Steering Group (comprising both government and community and voluntary sector members) to lead the development of the Relationship Agreement. The Minister will seek approval from Cabinet for the appointment of the Steering Group members. The proposed Relationship Agreement will replace the 2001 'Statement of Government Intentions for an Improved Community-Government Relationship'. To be part of this Steering Group, the Minister needs people who are: - leaders within their part of the sector - well networked within the community and voluntary sector - well respected amongst their peers - able to present and communicate effectively - able to provide a collaborative and participatory approach. The OCVS is now accepting nominations of people from the community and voluntary sector that meet the criteria to sit within this group. The Terms of Reference for the Steering Group including composition of the group and a nomination form are online at www.ocvs.govt.nz/work-programme/relationship-agreement-development.html). A nomination form must be completed for ALL nominations. You may choose to nominate yourself. Members will be selected on the basis of their skills, experience and networks, and to achieve a mix that as far as possible reflects the diversity of the sector. Government members of the steering group will be selected through a separate process. Completed nomination forms should be emailed to <email obscured> or posted to OCVS, PO Box 1556, Wellington by 10 February 2010. The person you are nominating must agree to their name being nominated and be able to fill the expectations as outlined in the steering group member criteria document. A copy of their CV/Bio must be attached with the nomination form. When returning your nomination form – please include the nominee in your email response. The Office for the Community and Voluntary Sector will act as secretariat for this Steering Group. FYI - The notes from the forum's morning and afternoon caucus discussions are now available on the OCVS website at: http://www.ocvs.govt.nz/news-and-updates/comm-govt-forum-2009.html (under the 'Forum details' heading) The forum steering group met on 7 December to reflect on the outcomes of the national Community-Government Forum and the development of a Relationship Agreement between the government and the community and voluntary sector. The steering group considered the caucus notes, key themes that emerged and the evaluations. Evaluation results showed more than 84% of those responding rated the forum very useful, and anecdotally people valued the opportunity to contribute to the discussion. The forum discussed options for a Relationship Agreement to replace the existing Statement of Government Intentions for an Improved Community-Government Relationship. There was broad support for the concept of an agreement at the forum - with calls for a lasting agreement that would endure through successive governments; but also a desire to get an initial agreement drafted quickly. It will be guided by the Minister for the Community and Voluntary Sector on how to proceed with work to develop a Relationship Agreement between the government and the community sector. Background The national Community-Government Forum held on 11 November was hosted by the Minister for the Community and Voluntary Sector, Hon. Tariana Turia, and attended by Prime Minister John Key and seven other Government Ministers - together with around 230 people from the tangata whenua, community and voluntary sector and government agencies.
As this will be a one : many relationship, I would encourage all parties to sign, that is, bring the agreement to each town and city and place and sign up all individual community groups a la Te Tiriti.
Tena koutou Well having been able to catch my breath after the Forum, I thought I would generate some discussion about how people felt that the Forum went. An Agreement must be signed between at least two parties. So who should sign for Government and who should sign for the Sector? This Statement of Government Intentions was signed by the New Zealand Prime Minister (the Rt Hon Helen Clark) and the Minister Responsible for the Community and Voluntary Sector (Hon Steve Maharey) in December 2001. Was all government agencies responsible for adhering to the 'Statement of Governmetn Intentions'?
With the pending Relationshiop Agreeement what do you expect it should include? The Community Sector Taskforce established some declaration statements in May 2004 about what was important to us. Attached is a copy of theose statements. Do we want something like that included in the Agrement? I would be advocating to incorporate the principles of the Te Tiriti/Treaty relationship model in the Relationship Agreement.
